Subject: WIPO REQUEST FOR COMMENTS (WIPO RFC - 1)
WIPO PRESS RELEASE NO. PR/98/129

WIPO Internet Domain Name Process
World Intellectual Property Organization
34 chemin des Colombettes
P.O. Box 18, 1211 Geneva 20
Switzerland
(Attention: Mr Francis Gurry
Legal Counsel)

Dear Sir

WIPO REQUEST FOR COMMENTS (WIPO RFC-1)
WIPO PRESS RELEASE NO. PR/98/129

We refer to your Note C.INT.2 of 19 July 1998 in relation to the above matter.

2. We have two comments to make on the WIPO RFC-1 which are as follows:

(a) WIPO may wish to consider whether there should be a time limitation in
commencing an action. For example, if the name has been used as an internet
domain name for more than 5 years and there has been no opposition.

(b) We should look at issues as to whether trademark holders should always be
given first rights.

Yours faithfully

Gloria Lim (Ms)
Senior Officer (Legal)
for Permanent Secretary
Ministry of Law

Republic of Singapore
