I refer you to my paper "Commercial Domain Name Administration Experience in Australia", recently published in the Telecommunication Journal of Australia Vol 48 No 3 Oct 1998 pp. 63-71, which describes the lessons learned in administering the com.au domain. This domain is one of the fastest growing domains, currently having 56,000 3LDs (Third Level Domains)and growing at approx 3,000 p.m.. It is characterised by a strong eligibility policy concerning both the applicant entity (generally having to provide evidence of prior busines registration) and the proposed 3LD, and the relationship between the two. The combination of having a clear dispute resolution policy and a name eligibility policy that strongly discourages speculation and cyberpiracy, are believed to be the key reasons why IP infringement disputes in this domain have been rare, and have not (to date) ever proceeded to a court for resolution.

I plan to make a brief presentation on our two years' experience of commercial DN administration, emphasising the issues of greates interest to WIPO, at the Sydney WIPO conference on Wednesday 4 november 1998.
