1. Following a request of the Government of the Philippines (attached), it is proposed to organize a National Conference on the Marrakesh Treaty to Facilitate Access to Published Works for Persons who are Blind, Visually impaired, or Otherwise Print Disabled (“MVT”) (draft program attached) on March 7 and a National Workshop to promote the Beijing Treaty on Audiovisual Performances (“BTAP”) on March 8, 2017 in Manila. 2. In its letter, the Intellectual Property Office of the Philippines (IPOPhil) expressed interest in acceding to BTAP and MVT. The requested national events will focus on the promotion those treaties and on the analysis of their legal provision with a view of preparing the ground for an appropriate national implementation. Following the request, the event to promote BTAP will be a closed meeting hosted at IPOPhil, probably for internal staff and few key stakeholders only. The discussion will focus on a full analysis of BTAP substantive provisions and will address issues related to national implementation. 3. Based on previous consultations, IPOPhil will take care of the logistics of both meetings as well as be responsible for gathering the target audience they want to include in the process. 4. I propose that Mr. Lanteri represent the Secretariat in this activity and undertake this mission with Mr. Raghavender, as external expert. The cost estimate is attached. 5. For your approval please. |
