Notes:	PRC Presidential Order No. 31 promulgated the Arbitration Law. This Law establishes arbitration procedures for “contractual disputes and other disputes over rights and interests in property between citizens, legal persons and other organizations that are equal subjects” but not “administrative disputes [to] be handled by administrative organs as prescribed by law.”
