Details Details Year of Version 2009 Dates Amended up to: March 31, 2009 Entry into force: November 27, 1995 Adopted: November 12, 1995 Type of Text Framework Laws Subject Matter Other Notes This consolidated version of the Constitution of the Republic of Azerbaijan incorporates amendments up to the "Decision of the Central Election Commission of the Republic of Azerbaijan No. 19/86 of March 30, 2009," which was published in the newspaper Azerbaijan and entered into force on March 31, 2009. The Constitution is the supreme law of the country and has direct application throughout the entire territory of Azerbaijan (Article 147). It establishes a democratic, legal, secular, and unitary state, where state power is based on the principle of separation of powers (Article 7). As the fundamental law of the state, the Constitution defines the structure of the government, the basic rights, liberties, and responsibilities of its citizens, as well as the powers of the legislative, executive, and judicial branches. The Milli Majlis (Parliament) adopts constitutional laws, laws, and decrees, while the President and the Cabinet of Ministers (the highest executive body) issue decrees and orders. The Constitution contains specific provisions regarding intellectual property rights, including the right to intellectual property (Article 30) and the right to engage in literary, artistic, scientific, technical, and other forms of creative activity (Article 51). Furthermore, it includes provisions on property rights (Articles 13 and 29) and on economic development and competition (Article 15).
