Declaration made upon ratification:
"The Union of Soviet Socialist Republics deems it necessary to state that the provisions of Article 13 of the Agreement are obsolete and contradict the Declaration of United Nations General Assembly concerning granting the independence to the Nations and the Colonial peoples (Resolution 1514 (XV) dated December 14, 1960)."
