Second Session, June 26 to 30, 2006

second session of the PCDA was held from
June 26 to 30, 2006. It was attended by 90 Member States and 45 Observers. The PCDA decided to
admit, on an
ad hoc basis, three non-accredited NGOs, namely, Federalist Society, Creative and
Innovative Economy Center and the Queen Mary Intellectual Property Research Institute, without
implications as to their status for future WIPO meetings. The
Report of the first session was adopted.
The PCDA discussed the list of proposals, contained in Annex 1 ("Proposals by Clusters Submitted
for a WIPO Development Agenda) of the Revised Draft Report of the First Session of the PCDA (document PCDA/1/6 Prov.2),
- a proposal by Argentina, Bolivia, Brazil, Cuba, Dominican Republic, Ecuador, Egypt, Iran
(Islamic Republic of), Kenya, Peru, Sierra Leone, South Africa, the United Republic of
Tanzania, Uruguay and Venezuela, entitled "Decision of the PCDA on the establishment of a WIPO
Development Agenda" (document PCDA/2/2) and
- a proposal by the Kyrgyzstan Republic, entitled, "Proposal on Recommendation to the General
Assembly of WIPO", but did not reach any consensus.
It was decided to refer the reports of the two sessions of the PCDA to the WIPO General Assembly Session, to be held in September 2006, for decisions.
