On the Way to Joining the Madrid Protocol

The Government of Brazil has been making progress with its project to join the Madrid Protocol.
In line with the recommendation from the Presidency in June 2017, three commissions in Congress must discuss the matter before a plenary session votes on it. The proposal was approved in one commission and is pending approval from the two remaining commissions that are assessing it as a matter of urgency.
Assistance from WIPO
Through the WIPO Brazil Office (WBO), WIPO has launched several activities to assist Brazil in this decision making process:
- A regional workshop on the topic was organized for delegates from 17 countries in the region.
- Experts from WIPO’s Madrid Legal Division and Global Infrastructure Sector travelled to Rio to help INPI technical staff prepare.
- The subject was also discussed in two workshops held at WBO, for Brazilian officials and patent attorneys, and for media professionals respectively.
- The WBO also received a delegation from the Government of Mexico for a cycle of meetings aimed at sharing Mexico’s experience of joining the Madrid Protocol.

On December 5 and 6, 2017, Mr. Alfredo Rendón Algará, Deputy Director General of the Mexican Industrial Property Office (IMPI) and Mr. Enrique Ramírez, Administrative Director of the Mexican Industrial Property Office (IMPI), met with the President of INPI. The Mexican officials presented their experience withjoining the Madrid Protocol, including the main challenges and impact.
On December 7, Messrs. Alfredo Rendón Algará, Enrique Ramírez, and José Graça Aranha, Regional Director of WBO, travelled to Brasilia to meet with national authorities and representatives from the private sector to present the impact of the Mexican accession to the Madrid Protocol. The officials attended meetings in the National Confederation of Industry (CNI), the Ministry of Foreign Affairs and the National Congress.
