Ms. Liu Hua Attended and Addressed the Inauguration Ceremony of ICDPASO

On October 15, the Inauguration Ceremony of International Commercial Dispute Prevention and Settlement Organization (ICDPASO) was held in Beijing. Ms. Gao Yan, Chairperson of China Council for the Promotion of International Trade (CCPIT) presented the Congratulatory Letter from Premier Li Keqiang of the State Council of China and delivered speech.
Premier Li Keqiang pointed out in his Congratulatory Letter that the rule of law is not only a guarantee for the promotion of traders and investors when dealing with uncertainties, risks and challenges, but also a fair scale for resolving commercial disputes. In recent years, sustained efforts have been made by the Chinese government in creating a market-oriented, law-based and internationalized business environment. ICDPASO, with its establishment, will provide a platform for international, commercial and legal entities to promote global trade facilitation and investment liberalization. Ms. Gao Yan made three suggestions in her speech, namely, enhancing communication and information sharing, promoting common development, and achieving a win-win cooperation.
Ms. Liu Hua, Director of the WIPO Office in China (WOC) attended and addressed the meeting on behalf of WIPO's Director General Daren Tang. In today's globalizing and digitalizing world, she pointed out, cross-border operations and business had become an inevitable trend and business model for transnational enterprises and corporations. It is therefore necessary to think strategically about how to cope with the challenges in terms of dispute settlement as result of foreign investment and international trade, in particular, those related to intellectual property. Given the needs of enterprises and corporations for cross-border IP protection, WIPO therefore puts in place, as one of its global IP services, a time- and cost-efficient alternative dispute resolution (ADR), covering mediation, arbitration, expedited arbitration, and expert determination.
WIPO has entered into ADR collaborations with over 45 IP offices and courts around the globe including China since 2008, providing cost-effective and flexible options for parties to resolve IP disputes. WIPO would like to cooperate with ICDPASO in offering effective and economic dispute prevention and settlement services for the benefit of all.
Nearly 50 representatives from government, international organizations and international commercial institutions attended the meeting in the hybrid form, including Malaysia's Prime Minister, UNCITRAL, Asian-African Legal Consultative Organization, International Civil Aviation Organization, and founding countries such as Singapore, Bulgaria, South Africa, and Bangladesh. They congratulated on the establishment of ICDPASO and agreed upon the principle of ICDPASO entitled Consultation, Contribution and Shared Benefits.
