The Third Forum on International Cooperation in Fighting against IPR Infringement and Counterfeiting Held in Shanghai on November 6 during the CIIE

The Third Forum on International Cooperation in Fighting against IPR Infringement and Counterfeiting co-hosted by the World Intellectual Property Organization (WIPO), the State Administration for Market Regulation of China (SAMR), and the Office of the Leading Group on Fight against IPR Infringement and Counterfeiting was held at Shanghai EXPO Center on November 6, 2020.
Mr. Minelik Getahun, Assistant Director General of WIPO, delivered a video speech on behalf of Director General Mr. Daren Tang. During his speech, Mr. Getahun mentioned that WIPO is committed to promoting global development by leading and establishing a balanced and effective international intellectual property system, and stimulating innovation and creativity through intellectual property for the benefit of all. Only in a sustainable environment of respect for intellectual property can the international intellectual property system fulfill its function of encouraging creation and innovation.
Since 2008, WIPO has included "international cooperation and building respect for intellectual property" as one of its nine Strategic Goals. WIPO works globally towards this Goal, with our member states as well as public and private organizations. WIPO provides legislative assistance, delivers capacity-building activities, contributes to awareness raising and the changing of attitudes and behaviors and ensures institutional collaboration, all in the interest of developing an understanding of and respect for intellectual property.
Mr. Getahun pointed out that China has participated very actively in the work of the Advisory Committee on Enforcement for a number of years. Over the past 40 years, China has made impressive achievements in the field of intellectual property protection and is gradually becoming a global leader in innovation.
Ms. Liu Hua, Director of WIPO Office in China, delivered a presentation on International Cooperation on Building Respect for IP. Ms. Liu introduced WIPO Global IP System including the Global IP Services, Intellectual Property Database, AI Tools and platforms. Ms. Liu pointed out that international cooperation is vital for fighting against IPR infringement and counterfeiting as well as promoting respect for IP at the national, regional and global levels.
Ms. Liu shared the priorities of WIPO and the vision of WIPO for going forward, which were outlined by Mr. Daren Tang, Director General of WIPO, that WIPO will work toward the construction of an inclusive, balanced, vibrant and forward-looking global IP ecosystem. She stated that the WIPO Office in China, as the extension of WIPO, will uphold principles and purposes of the organization, strengthen the cooperation with Chinese stakeholders and provide more targeted, more timely and higher-quality IP services.
Mr. Tian Shihong, Vice Minister, State Administration for Market Regulation, Mr. Chen Tong, Vice Mayor of Shanghai Municipal People's Government attended the Opening Ceremony and addressed opening speeches. Mr. Thani bin Ahmed Ai Zeyoudi, UAE Minister of Economy delivered a video message. Representatives from National Copyright Administration of China, General Administration of Customs of China, Ministry of Agriculture and Rural Areas of China, Supreme People's Court of China, and representatives from the embassies in China including EU Delegation, Embassy of Republic of France and the International Trademark Association also shared their views and made presentations on Deepening International Exchange and Cooperation, Vigorously Protecting Intellectual Property Rights and Social Co-governance.
