Mr. Tang said that the Greater Bay Area is not only the most important economic part of China but also a world-class center for scientific and technological innovation. According to WIPO’s 2020 Global Innovation Index (GII), the Shenzhen-Hong Kong-Guangzhou cluster ranks second amongst the global top 100 science and technology clusters. The Hong Kong special administrative region as an economy ranks 11th in the GII.

Mr. Tang pointed out that intellectual property is one indicator of the innovative capacity and the Greater Bay Area shows great dynamism and diversity in this area. Hong Kong SAR has a century-old IP infrastructure and is still building up its IP financing ecosystem. Guangdong boosts a patent examination cooperation center, a specialized IP court, and an IP training platform. Macao shows great potential in IP and tourism-related projects. Together, the Greater Bay Area’s experience reflects the value of a strong IP system in promoting economic and social development.

Mr. Tang stressed WIPO has enjoyed close cooperation with governments, business communities and academia in this area, looking to pursue even closer ties and expanding its cooperation with all the stakeholders in this area. And WIPO’s Global IP Services are really being used by entrepreneurs and innovators in the region. WIPO stands ready to assist in further building the IP ecosystem in the region, including with more training and awareness-building activities.

Mr. Shen Changyu, Commissioner of the China National Intellectual Property Administration (CNIPA) and Mr. Ma Xingrui, Governor of Guangdong Province, attended and addressed the opening ceremony. Mr. Wong Fuk Loi, Director General of the Intellectual Property Department of Hongkong SAR and Ms. Chan Tze Wai, Deputy Director General of the Economic Bureau of Macao SAR sent video messages to the ceremony.
