IP and Quality Evolution in Digital Era

On September 16, 2021,Ms. Liu Hua, Director of WIPO Office in China (WOC), attended the 4th China Quality (Hangzhou) Conference and delivered a speech on IP and Quality Evolution in Digital Era at the Sub-forum on Quality Evolution and Digital Empowerment.

The digital revolution has profoundly changed the development pattern and direction of the world economy, invigorated traditional industries and promoted high-quality transformation of the real economy. The digital economy has become China's core competitiveness, and will provide huge potential for China to enhance its innovation and creativity.

Liu Hua said that as a specialized UN agency responsible for innovation and creativity, the World Intellectual Property Organization (WIPO) is a promoter and contributor supporting the digitalization of global intellectual property rights. To ensure for the development of the digital economy and create a good environment for the innovation policy, WIPO actively promoted the digitalization of its global IP service system, set up a series of global IP databases, explored new type of artificial intelligence (AI) tools, and provided easy remote access to the IP portals. The WIPO Conversation on IP and Frontier Technologies has been held for three times in recent years, which brought together a range of stakeholders to discuss how frontier technologies, such as AI, big data and blockchain, can be connected with the global IP system. The Fourth Session of the WIPO Conversation is scheduled for September 22 and 23, 2021 and will focus on “Data – Beyond AI in a Fully Interconnected World”.

Liu Hua also briefed the participants on WIPO's policy platform, registration systems, databases, cooperation platforms and capacity building system, as well as Director General Daren Tang’s vision of building an inclusive, balanced, vibrant and forward-looking global IP ecosystem. WIPO is committed to reaching out worldwide to explain the potential for intellectual property to improve the lives of everyone, everywhere; to bringing people together and partner with stakeholders to shape the future of the global intellectual property ecosystem; to providing high quality intellectual property services, knowledge and data that deliver value to users around the world; and to supporting governments, enterprises, communities and individuals to use intellectual property as a tool for growth and sustainable development.

About China Quality Conference

The China Quality Conference (CQC) is a biennial international conference hosted by the Chinese government, aiming to strengthen international quality cooperation, exchange experience and innovation achievements on quality management, promote quality infrastructure connectivity, thus to boost high-quality socioeconomic development. Since 2014, the CQC has been successfully held for three times in Beijing, Shanghai and Shenzhen respectively. The 4th CQC, themed with “Quality Evolution, Digital Empowerment, Green Development, Global Synergy”, was held in Hangzhou, consisting of the opening ceremony, six parallel sessions and the closing ceremony. The 4th China Quality Awards was given at the conference. About 600 representatives from more than 50 countries, 14 international and regional organizations, and also from enterprises and social groups attended the 4th CQC and issued the Hangzhou Quality Initiative.
