Enhancing International Cooperation in IPR Protection and Enforcement

On November 6, 2021, the 4th Forum on International Cooperation in Fighting against IPR Infringement and Counterfeiting, co-hosted by the World Intellectual Property Organization (WIPO), the State Administration for Market Regulation of China (SAMR) and the Office of the National Leading Group on the Fight against IPR Infringement and Counterfeiting, was held in Shanghai, China. Mr. Chen Tong, Vice Mayor of Shanghai Municipal People's Government, Mr. Tian Shihong, Vice Minister of the State Administration for Market Regulation of China (SAMR) delivered opening remarks at the Forum. Ms. Wang Binying, Deputy Director General of World Intellectual Property Organization (WIPO), sent a congratulatory letter to the Forum. Ms. Liu Hua, Director of WIPO Office in China (WOC) , attended the Forum and presented the congratulatory letter from Ms. Wang Binying.
In her letter, Ms. Wang Binying pointed out that the increasing abundance of information and the prosperity of the digital economy not only bring new opportunities for the economic development, but also pose an unprecedented challenge to the fight against IPR infringement and counterfeiting. To address these challenges, there is an urgent need that all the IP stakeholders work together to enhance international cooperation in IPR protection and enforcement at global level.
She mentioned that establishing international cooperation on building respect for IP is part of WIPO’s mandates . In order to deliver this effectively, WIPO provides legislative and capacity building assistance and convenes online meetings and activities. Only in a sustainable environment of respect for intellectual property, she stressed, can the international IP system fulfil its function of encouraging creation and innovation.
She stated that WIPO noted with appreciation the efforts China has made in the field of IPR protection and enforcement and its outstanding accomplishments in the 2021 Global Innovation Index (GII). These sterling achievements are attributed to the importance attached to intellectual property rights by the Chinese government. WIPO looks forward to working with China and all Member States of WIPO to build a world where innovation and creativity from anywhere is supported by IP for the good of everyone.
About the Forum on International Cooperation in Fighting against IPR Infringement and Counterfeiting
The Forum on International Cooperation in Fighting against IPR Infringement and Counterfeiting is an important supporting on-site activity of the China International Import Expo, which has been successfully held for three times since 2018. The Forum brings together Chinese and international representatives, promoting mutual communication and learning through interaction. With the theme of "Innovation·Cooperation·Win-Win", representatives of international organizations, embassies in China, Chinese government administrative enforcement departments and judicial departments, Chinese and foreign industry associations and enterprises were invited to exchange ideas on the topics including intensifying efforts in protection, deepening international cooperation and promoting joint governance.
