Making IP a Part of Everyone's Journey and Aspiration.

The 4th Forum on International Cooperation in Fighting against IPR Infringement and Counterfeiting co-hosted by the World Intellectual Property Organization (WIPO), the State Administration for Market Regulation of China (SAMR), and the Office of the National Leading Group on the Fight against IPR Infringement and Counterfeiting was held in Shanghai on November 6, 2021. Ms. Liu Hua, Director of WIPO Office in China (WOC), attended the Forum and delivered a keynote speech.

Ms. Liu Hua pointed out that international cooperation is essential to combat IPR infringement and counterfeiting and build respect for IP at all levels. International cooperation and building respect for IP being one of its nine Strategic Goals, WIPO works with member states and public and private organizations to integrate elements of developments in legislation, awareness and cultural change, business and technology solutions, and institutional cooperation to help enhance understanding of and respect for IP. She introduced WIPO's policy arm of building respect for IP---the Advisory Committee on Enforcement (ACE), and the support provided by WIPO to national judicial systems, including the IP Judges Forum and webinars, capacity-building activities, the WIPO Lex database and the WIPO ALERT database, etc.

Ms. Liu Hua stressed that WIPO, as a specialized agency of the United Nations responsible for IP protection and innovation, not only provides cross-border IP protection services to prevent the risk of IP infringement in a timely manner, but also provides alternative dispute resolution services to properly resolve IP infringement and other disputes. WIPO's comprehensive international IP registration system, massive database resources, powerful artificial intelligence tools and professional alternative dispute resolution mechanisms have all made outstanding contributions to global IP cooperation and development.

Ms. Liu Hua highlighted the vision for building an inclusive, balanced, vibrant and forward-looking global IP ecosystem put forward by Director General Daren Tang, and the four strategic pillars. The first pillar is to reach out worldwide to broaden the communications and engagement efforts, raising awareness amongst a wider audience of IP’s potential to improve lives of everyone, everywhere. The second pillar is to bring people together and partner with stakeholders to shape the future of the global intellectual property ecosystem. WIPO will proactively address emerging issues and policy challenges at the global level relating to IP, innovation and creativity, and facilitate international dialogue and cooperation on building respect for IP. Under the third pillar, WIPO will provide high quality intellectual property services, knowledge and data that deliver value to users around the world. Fourthly, WIPO will support governments, enterprises, communities and individuals to use intellectual property more effectively as a tool for growth and sustainable development. She said that these ideas raised by Mr. Tang and supported by member states were included in the WIPO Medium Term Strategic Plan 2022-2026, which was adopted by the WIPO Assemblies of the Member States in October this year. WIPO is aiming to, via this Plan, provide IP support for innovation and creativity anywhere in the world for the benefit of everyone, especially SMEs, youth and women, so that IP can be part of everyone’s journey and aspiration for a better, safer and more sustainable future.

About the Forum on International Cooperation in Fighting against IPR Infringement and Counterfeiting

The Forum on International Cooperation in Fighting against IPR Infringement and Counterfeiting is an important supporting on-site activity of the China International Import Expo, which has been successfully held for three times since 2018. The Forum brings together Chinese and international representatives, promoting mutual communication and learning through interaction. With the theme of "Innovation·Cooperation·Win-Win", representatives of international organizations, embassies in China, Chinese government administrative enforcement departments and judicial departments, Chinese and foreign industry associations and enterprises were invited to exchange ideas on the topics including intensifying efforts in protection, deepening international cooperation and promoting joint governance.
