WIPO China: Building a Fair and Efficient Global IP System for Economic and Social Progress

Shanghai, November 6 - The Parallel Session of International Cooperation in Protecting IPR and Fighting Against IPR Infringement and Counterfeiting of the 6th Hongqiao International Economic Forum (HQF), a featured event at the 2023 China International Import Expo (CIIE) was held in Shanghai, addressed three main topics including international cooperation, enhancing protection and joint governance. Mr. Edward Kwakwa, Assistant Director General of WIPO, sent a congratulatory letter to the forum.

In his congratulatory letter, Mr. Kwakwa remarked that this forum, co-organized by WIPO, the State Administration for Market Regulation of China (SAMR), and the Ministry of Commerce of China (MOFCOM), has become a key event in WIPO's schedule.

Mr. Kwakwa pointed out that to fully realize the IP system's potential to spur creativity and innovation for the benefit of all, a sustainable environment is essential, and robust international cooperation is critical to this end. He acknowledged China's improvements in IP enforcement through enhanced coordinated and precise actions, as well as legal refinements, and welcomed China's willingness to share its experiences with other member states. WIPO, through the Advisory Committee on Enforcement (ACE) and its Building Respect for IP Division, is set to provide high-quality legal assistance and capacity-building initiatives to raise awareness of the harms of counterfeiting and piracy and to foster a society-wide respect for IP.

This year marks the 50th anniversary of WIPO's collaboration with China, he said, WIPO greatly values its long-term partnership with China and is eager to deepen cooperation in the realm of IPR enforcement. WIPO aims to work with all member states to develop a fair and effective global IP framework that promotes economic and social progress worldwide, inspires innovation and creativity, and benefits humanity at large.

Strengthening international cooperation, especially with WIPO, was the focus of attention at the forum. Mr. Tian Shihong, Vice Minister of SAMR, highlighted WIPO's Global Innovation Index 2023, which ranks China 12th, noting it as the only middle-income economy in the top 30, a testament to China's recognized efforts in IPR protection and anti-counterfeiting. Mr. Di Lianzhu, Deputy Director General of the General Operation Department of the General Administration of Customs of China, advocated for deeper international cooperation and active engagement in IPR matters within frameworks like the World Customs Organization and WIPO to bolster IP protection. 

Mr. Adam Williams, Chief Executive and Comptroller-General of the UK Intellectual Property Office, Mr. Tran Huu Linh, Director General of Vietnam Directorate of Market Surveillance of Ministry of Industry and Trade, Mr. Morten Kruse, Minister Counsellor, Head of Trade, Embassy of the Kingdom of Denmark, Ms. Jomarie B. Fredericks, President of the International Trademark Association 2023, among other esteemed guests, echoed the need for enhanced multilateral cooperation to fight IPR infringement and crimes, emphasizing the central role of multilateral organizations like WIPO in enhancing global capacity to tackle these issues for the benefit of nations and businesses.

The Forum was jointly hosted by WIPO, MOFCOM, SAMR and the Office of the National Leading Group on Coordinated Implementation of Building a Quality Powered Nation. It featured speakers from the UK Intellectual Property Office, the Vietnam Directorate of Market Surveillance of Ministry of Industry and Trade, the U.S. and Danish Embassies in China, the International Trademark Association and the European Union Chamber of Commerce in China. Insights were shared by representatives from the Supreme People's Procuratorate of China, the China National Administration of Intellectual Property, the General Administration of Customs, and the Vice Mayor of Hangzhou. Industry and corporate representatives exchanged strategies on IP protection and infringement countermeasures, aiming to deepen understanding and consensus. Over 300 individuals from relevant Chinese ministries, foreign missions in China, industry groups, and enterprises participated in the Forum.
