On November 21, the National Intellectual Property Information Public Service Key Sites Exchange Seminar and the Re-licensing Ceremony for the First Phase, Third Batch of TISCs, organized by the China National Intellectual Property Administration (CNIPA), was held in Shenzhen. Mr. Andrew Czajkowski, Director of the Technology and Innovation Support Division of WIPO, Mr. Bai Guangqing, Senior Counsellor of WIPO Office in China, and Ms. Nathalie Montillot, Project Officer from the Technology and Innovation Support Division of WIPO joined the event.
Andrew emphasized the importance of well-developed IP and innovation ecosystems in enabling inventors, researchers, entrepreneurs to fulfill their innovative potential and create value from their ideas and inventions. He highlighted the crucial role of Technology and Innovation Support Centers (TISCs) in these ecosystems, providing access to and supporting the effective use of the extensive information and knowledge produced by the global patent system. Since its launch in 2019, China's TISC network has become one of the world's largest and most successful. This year, WIPO is pleased to collaborate with CNIPA to launch a new pilot project in China to develop a modularized training program for trademark and industrial design search, aiming to further expand TISC services.
Deputy Commissioner Mr. Li Danlu of CNIPA noted that TISCs and national IP information service centers at colleges and universities are vital components of the IP public service system. This year, these centers have collectively delivered around 380,000 services to approximately 222,000 innovation entities, significantly contributing to delivering public IP services with Chinese characteristics.
At the event, 34 reassessed institutions from the third batch in the first phase were re-licensed as TISCs. Post-ceremony, WIPO experts conducted site visits and research at three candidate TISCs in Guangzhou, Foshan, and Shantou.
