Meeting on IP Policies for Universities and Research Institutions

On April 9, 2018 a Sub-Regional Seminar on Intellectual Property (IP) Policies for Universities and Research Institutions took place in Bauman Moscow State Technical University. Participants from the Republic of Belarus, Kyrgyzstan, Russian Federation, Turkmenistan and Uzbekistan representing leading universities and research institutions gathered to exchange their views on reforms related to IP policies in their institutions.
Different approaches to managing IP rights, the specifics of IP policies for the academic/research world, as well as issues of commercialization were tackled at this interactive event.
Template for IP policies
Representatives of WIPO introduced the Organization’s template IP policy for universities and research institutions, specially adapted by the Ministry of Education and Science of the Russian Federation for in the academic/research sector in Russia.
Ms. Elena Salitskaya, Head of Intellectual Property Rights at the Russian Research Institute of Economics, Policy and Law in the Scientific and Technical Sphere (RIEPP) explained some of the Russia-specific adaptions: “The policy template was aligned with the legislation of the Russian Federation so that it takes into account Russian trends of digital global economic integration”.
Acclaim and regional interest
Representatives from other countries in the region welcomed WIPO’s initiatives in this area and also shared their experiences in the field. There was also great interest in implementing similar projects in their own countries.
IP Toolkit
WIPO’s IP Toolkit for Academic Institutions represents a “one-stop shop” for academic and research institutions seeking guidance on how to shape and implement their institutional intellectual property (IP) policies.
Mr. Mohammad Alhabbal, Deputy Program Manager, WIPO, presented an updated IP Toolkit, whilst Mr. Zaurbek Albegonov, Senior Adviser, WIPO Office in the Russian Federation, presented a report on progress and perspectives of the National Project on IP Polices in Universities and Research Institutions covering the next two years.
Next steps
The final IP policy template, customized for Russia, will be presented at the meeting of the Council on Intellectual Property under the Federation Council of the Federal Assembly of the Russian Federation to be held on May 31, 2018 in Veliky Novgorod.
The event was organized by the World Intellectual Property Organization (WIPO) in cooperation with the Federal Service for Intellectual Property (Rospatent) the Russian Ministry of Education and Science and the Bauman Moscow State Technical University (Bauman MSTU).
