Roundtable for Executives of National and Regional IP Associations in ASEAN

The WIPO Singapore Office had the pleasure of organizing the second Roundtable for Executives of National and Regional IP Associations in ASEAN for the year. Due to the COVID-19 pandemic, this roundtable was organized as an interactive videoconference. Leaders from the IP Associations of Cambodia, Indonesia, Malaysia, Myanmar, Singapore, Thailand and Viet Nam were joined at the virtual roundtable by representatives of five regional IP associations (AIPPI, Asian Patent Attorney Association, ASEAN IP Association, FICPI and INTA).
The meeting featured presentations from a number of Geneva-based WIPO staff, including Mr. Sacha Wunsch-Vincent, Head, Composite Indicator Research Section, Department of Economics and Data Analysis, and Mr. Hao Zhou, Director of Statistics. The first topic covered the Global Innovation Index (GII), whilst the second looked at the impact of COVID-19 on international IP filings.
A key element of the second presentation was that to date, the pandemic has not significantly affected the volume of PCT and Madrid filings received by WIPO. This trend is very different from the last major global economic downturn, when in 2008-09 filings dropped significantly due to the Global Financial Crisis. The current filing levels can partly be explained by China maintaining strong filing growth, however there may also be a lag between the impact of the pandemic and the resultant filings. Attendees from various associations reported that their work had slowed slightly and noticed that there had been an increase in activity related to the pharmaceutical and touch-free technology sectors.
The conversation on the GII focused on innovation-clusters and the need for government and the private sector to work together to create concentrated hubs of innovation.
Lastly, the discussion focused on WIPO's International Patent Drafting Training Program. Many of the members of the national associations are ideal candidates to participate in the training program.
