Enhancing the Collective Management Ecosystem in Asia and the Pacific
Participants from National IP Offices, Copyright Offices and CMOs in 13 Member States across Asia and the Pacific attended in-person and online to discuss ideas and exchange insights with industry experts from various International Federations (such as IFPI, SCAPR, IFRRO, CISAC, among others) on the trends, international good practices, challenges concerning collective management at the two-day Socialization Workshop on Collective Management under the Digital Environment, an activity under the WIPO-Government of Singapore MOU. This event was organized on November 1-2 at the WIPO Singapore Office (WSO), in collaboration with the Intellectual Property Office of Singapore (IPOS), and the Singapore Cooperation Programme of the Ministry of Foreign Affairs of Singapore.
Welcoming remarks were delivered by Ms. Thitapha Wattanapruttipaisan, Director of WIPO Singapore Office; Mrs. Rena Lee, Chief Executive of IPOS; and Mr. Santisouk Phounesavath, Chair of the ASEAN Working Group on Intellectual Property Cooperation (AWGIPC). It was highlighted that the workshops would play an important role in bridging the gaps of varying practices amongst Member States in relation to the roles of collective management organizations, the level of government regulation and the proactiveness of members. As such, the workshop would serve as a good and useful platform for deliberation on feasible, context-specific and adaptable strategies and approaches in dealing with key issues – including legal and regulatory frameworks, tariff-setting, distribution of rights revenues, transparency and good governance, plus supervision and monitoring of CMOs.
In moving forward, WIPO will continue to work collaboratively with key Asia-Pacific stakeholders to promote effective rights management and create ecosystems that enable, rather than hinder, strategic and operational innovation and creativity for the equitable and inclusive benefit of everyone, everywhere.
