It is not, in my opinion, the place of an agency charged with the administration and assignment of domain names to impose and ajudicate rules or ordinances that govern ownership of intelletual property. Laws already exist at both the national and international level which govern cases involving intellectual property and which prescribe a methodology for ajudication as well a forum for that ajudication. Attempts to empower an oversight and management agency with international regulatory and ajudication responsibilities is ill advised and will server only to benefit those corporate entities who posses money and influence at the expense of those companies and individuals from nations of lesser prosperity or influence. The best policy in this case is, in my opinion, to allow existing policies and laws to continue to operate as they have so successfully in the past.
