Practical Information for the Diplomatic Conference to Conclude and Adopt a Design Law Treaty (DLT/DC)

The Diplomatic Conference to Conclude and Adopt a Design Law Treaty will take place from Monday, November 11 to Friday, November 22, 2024.

The Conference is convened by WIPO and will be hosted by the Kingdom of Saudi Arabia (KSA).

The Diplomatic Conference is an in-person only meeting.

Conference Venue

The Diplomatic Conference will take place in Riyadh, KSA at the King Abdul Aziz International Conference Center (KAICC), Al Hada, Riyadh 12912, Saudi Arabia.

Access for persons with reduced mobility is available throughout the KAICC premises. Requests for information or assistance may be submitted to: dlt.dc@wipo.int.  

Smoking is prohibited inside the KAICC premises. Designated smoking areas are located around the KAICC premises.

Access to the Conference Venue

When entering the conference venue, participants will be required to go through security screening by security personnel, similar to that experienced in airports (i.e., x-ray tunnels and walk-through metal detectors). Please arrive early enough to allow time for this procedure.

Admittance to and presence on the KAICC premises will be restricted to DLT badge holders. Delegates will be subject to badge control at the entry points and, as access is strictly controlled during the Conference, badges should be worn at all times in plain sight.

Registration of delegates and credentials

As indicated in the invitations sent on May 27, 2024, to all invited Members and Observers to the Diplomatic Conference, all delegates are requested to register online by September 13, 2024, including Riyadh-based delegates.  Completing the online registration form is required.

The submission of credentials is a pre-requisite for the completion of the online registration form. The credential document should be a dated and signed/stamped note verbale, official letter or document, originating from a competent authority of a Member State or accredited Observer Organization, nominating the delegate to attend the Diplomatic Conference on behalf of said Member State or Observer Organization.

Once registered online, each delegate will receive by e-mail a registration number confirming their registration to the Diplomatic Conference. All registrations are subsequently verified by the Secretariat, which may individually contact a registered participant, if required (for instance, in case of questions regarding the credential document).

Funding of Delegates

Circular C. 9229, as well as its Annexes, were sent on June 25, 2024, providing all the relevant details for financed delegates. One delegate from each eligible Member State will be funded. Therefore, financed Member States will be invited to return only one designation form, no later than September 13, 2024.

Getting to Riyadh

All Diplomatic Conference accredited participants are responsible for arranging their own entry visas. An expedited online procedure for participants to obtain their visas has been put in place by the Kingdom of Saudi Arabia and is available.

In order to proceed with the visa application, you will need to provide your WIPO Diplomatic Conference registration number (which you will find in the WIPO Online Meeting Registration email you received), your flight details, a passport size photo and copy of your passport.

All registered participants of the Diplomatic Conference are covered by WIPO service-incurred accident insurance only. This insurance scheme does not cover urgent medical care following an illness.

At the Conference

WIPO Conferences app

The mobile application called “WIPO Conferences” will be made available for the DLT/DC. Information will be centralized in the app; you will have access to the meetings schedule, a venue map, dynamic speakers’ list for the Opening statements, food menu, receive notifications on latest updates, and much more. Conference badges will be available for collection as of Saturday November 9 and Sunday November 10 from 9.00 a.m. to 10.00 p.m. at the registration desk of the KAICC.

Participants and observers are required to always wear the conference badge visibly when at the venue.

Conference meetings will be held as set out in the Tentative Timetable for the Diplomatic Conference (DLT/DC/INF/2), unless otherwise indicated. The conference program will be announced daily.

Live webcasting will be available for plenary sessions on the WIPO Webcast.

Requests for Opening Declarations should kindly be sent in advance by e-mail to dlt.dc@wipo.int (cc: interpretation@wipo.int).

In view of the time constraints, opening declarations should be limited as follows: they should not exceed three minutes if delivered by Group Coordinators, two minutes if delivered by an individual Member State and one minute if delivered by Observers. The time limit will be strictly applied, and a display system will assist delegates to adhere to it.

As per usual practice, Group Coordinators should contact the Meetings Team to book a meeting room and will be advised of the room assignments in due time. Group Coordinators are kindly requested to inform the Meetings Team in advance of the anticipated schedule of their group meetings.

Note: Interpretation requirements should be requested as soon as possible and no later than 10.30 a.m. for afternoon meetings and 4 p.m. for meetings on the following morning.

A limited number of rooms at KAICC are available for bilateral meetings. Only in-person bilateral meetings can be arranged (no hybrid/remote connection). Requests for room reservations at KAICC should be addressed to the bilaterals@wipo.int. Room allocation will commence as from October 1, 2024. In the interests of all delegations and in view of the limited facilities available, block bookings for a specific room over long periods cannot be arranged.

Last minute room reservations should be addressed to the Information Desk or by e-mail to the bilaterals@wipo.int.

Simultaneous interpretation will be provided for the official sessions of the Diplomatic Conference in Arabic, Chinese, English, French, Russian and Spanish, and from Portuguese into the other six languages.

The work of the Secretariat and interpreters would be greatly facilitated if speakers could kindly send a copy of their statement(s) to the Secretariat prior to the Conference to the following e-mail addresses:  interpretation@wipo.int and dlt.dc@wipo.int. If not transmitted electronically, copies of statements (even handwritten) should be handed to the Conference Officers as early as possible during the Conference.

Information and documentation for the Diplomatic Conference. To contribute positively to an environmentally-friendly meeting, documents are posted on the WIPO website for downloading. All documents are available in English, Arabic, Chinese, French, Russian and Spanish, in accessible format for delegates with print disabilities. There will be no distribution of documents in meeting rooms. All delegates are requested to bring pre‑printed copies and/or to use portable computers/devices.

A press lounge, located on the ground floor of KAICC, will be open as of November 11 from 9 a.m. to 6 p.m.

Local information

The local time for Riyadh is UTC+3.

The currency used in Riyadh, as well as the rest of Saudi Arabia, is Saudi Riyal (SAR).

The average temperature in Riyadh in November for a typical day ranges from a high of 81°F (27°C) to a low of 57°F (14°C). You can expect up to three rainy days in Riyadh during the month of November.

The supply voltage in Riyadh is 230V. Please note that Saudi Arabia uses Type A, B, C or G plugs. As power plugs, adapters, or electronic device chargers, will not be provided, participants are strongly advised to bring their own.

Appropriate Safety measures will be provided inside the Conference premises. A medical unit is also available at the KAICC premises. An ambulance will be available next to the KAICC premises. A medical helicopter will be on stand-by in case a medical evacuation is necessary. Medical facilities are also available within the city of Riyadh.
