While the link between IPRs and R&D is relatively well-established, there has been much debate in WTO, WIPO and elsewhere on the role of IPRs in the transfer and dissemination of technology to the developing world. A range of views have been expressed on this subject. While some view IPRs as an obstacle to transferring technology, others view them as a necessary condition for the voluntary transfer of technology. The purpose of this workshop is to examine in depth, with a range of experts, evidence regarding these questions.
