AMENDMENT TO ARTICLE 23 OF DRAFT TREATY No. 2

proposed by the Delegations of Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica,
Cuba, Ecuador, El Salvador, Guatemala, Honduras, Jamaica, Mexico, Nicaragua,
Panama, Paraguay, Peru, Trinidad and Tobago, Uruguay and Venezuela

Introduce the phrase "or make available" in sub-paragraph (ii) of paragraph (1) of Article 23 of Draft Treaty No. 2, so that it reads as follows:

(ii) to distribute, import for distribution, communicate or make available to the public, without authority, copies of fixed performances or phonograms from which electronic rights management information has been removed or altered without authority.
