THE PERMANENT COMMITTEE ON COOPERATIONFOR DEVELOPMENT RELATED TO INTELLECTUAL PROPERTY

1. At its sixteenth (3rd extraordinary) session of September 1998, the WIPO Conference approved the merger of the Permanent Committee for Development Cooperation Related to Industrial Property (PC/IP) and the Permanent Committee for Development Cooperation Related to Copyright and Neighboring Rights (PC/CR) into a single body, namely the Permanent Committee on Cooperation for Development Related to Intellectual Property ("the PCIPD") (see document WO/CF/16/2, paragraph 13).

2. The first session of the PCIPD was convened by the Director General from May 31 to June 4, 1999, in Geneva. The PCIPD adopted the draft Rules of Procedure contained in document PCIPD/1/2 and the report contained in document PCIPD/1/12. The rules of procedure and the report are attached as Annexes I and II, respectively.

Rules of Procedure

Rule 1: Application of the General Rules of Procedure

Rule 2: Composition

(1) The Permanent Committee shall be composed of all member States of the World Intellectual Property Organization.

(2) The Director General shall invite intergovernmental organizations which have an interest in questions concerning the objectives of the Permanent Committee, and of which at least one of the member States is a member of the Permanent Committee, to be represented by observers at the meetings of the Permanent Committee.

(3) The Director General may, and, if so requested by the Permanent Committee, shall, invite other intergovernmental and international non-governmental organizations to be represented by observers at meetings of the Permanent Committee where the nature of the questions included in the agenda makes their participation desirable.
