REPORT
adopted by the General Assembly
1. The Extraordinary Session of the General Assembly was held following the recommendation of the special fourth session of the Standing Committee on Copyright and Related Rights and the Preparatory Committee for the WIPO Diplomatic Conference on the Protection of Audiovisual Performances, which were held in Geneva on April 11, 12 and 13, 2000, respectively.
2. The draft Agenda as contained in document WO/GA/25/1 Prov.1 Corr., was unanimously adopted. The list of participants appears in the Annex to this report.
3. Mr. Alexandr Bavykin (Russian Federation), Vice-Chair of the General Assembly, presided over the meeting of the General Assembly.
4. The report on the agenda items concerned is contained in the present document.
ITEM 1 OF THE AGENDA:
OPENING OF THE SESSIONS
5. The Twenty-fifth (11th Extraordinary) Session of the WIPO General Assembly was convened by the Director General of WIPO, Dr. Kamil Idris (hereinafter referred to as "the Director General").
6. The session of the Assembly was opened by the Vice-Chair of the WIPO General Assembly, Mr. Alexandr Bavykin (Russian Federation).

ADOPTION OF THE AGENDA
7. The General Assembly adopted its agenda as proposed in document WO/GA/25/1 Prov.1 Corr. (hereinafter referred to in this document as the "Agenda").
ITEM 3 OF THE AGENDA:
CONSIDERATION OF THE RESULTS OF THE MEETING OF THE STANDING COMMITTEE ON COPYRIGHT AND RELATED RIGHTS AND THE RECOMMENDATIONS OF THE PREPARATORY COMMITTEE OF THE PROPOSED DIPLOMATIC CONFERENCE ON THE PROTECTION OF AUDIOVISUAL PERFORMANCES
8. At the invitation of the Vice Chair of the General Assembly, Mr. Jukka Liedes (Finland), Chairman of the special fourth session of the Standing Committee on Copyright and Related Rights informed the Assembly that the Standing Committee had decided that its work had progressed sufficiently for the preparation of a Diplomatic Conference. The Standing Committee had unanimously adopted the recommendations annexed to document WO/GA/25/2.
9. Also at the invitation, Mr. Jukka Liedes, in his capacity as Chairman of the Preparatory Committee for the WIPO Diplomatic Conference on the Protection of Audiovisual Performances, reported that the Preparatory Committee had acted on the request of the Standing Committee as regards the preparation of a basic proposal for the substantive as well as the administrative and final clauses of the international instrument, and had adopted as proposed, subject to unessential modifications: the draft Rules of Procedure to be submitted to the Diplomatic Conference; the letters of invitation and the lists of organizations to be invited. The Preparatory Committee had also approved the proposal that the Conference take place in Geneva and recommended that it should be convened from December 7 to 20, 2000.
10. The Delegation of Jamaica informed the General Assembly that following suggestions from a number of delegations, its Government was considering the possibility of its country hosting the Diplomatic Conference.
11. The Delegation of Singapore expressed the wish that the regional consultations be held for countries of Asia and the Pacific in October, 2000.
12. The Secretariat pointed out that six meetings would be held in a period of three months, and while following the wishes of the regions as much as possible, capacity problems also had to be taken into account when fixing the appropriate dates.
13. The Delegation of Canada recalled that during the meeting of the Preparatory Committee for the WIPO Diplomatic Conference on the Protection of Audiovisual Performances, it had requested that the WIPO website be used as a mechanism for exchanging information and comments in respect of the proposals and submissions to be presented for the international instrument.
14. In response to that request, the Director General answered that the International Bureau would try to make the technical and logistical arrangements in order to provide an informal Internet-based discussion forum.
15. In response to the proposal of the Delegation of Jamaica, the Director General pointed out that a formal written proposal from the Government of Jamaica to host the Conference had to be received. In that eventuality, if the Assembly so wished, the International Bureau would study the budgetary and logistic feasibility of the proposal.
16. The General Assembly was informed of, and noted with approval the recommendations of the Standing Committee on Copyright and Related Rights, and approved the convening of a Diplomatic Conference on the Protection of Audiovisual Performances as recommended in document WO/GA/25/2, and its Annex.

ADOPTION OF THE REPORT
17. This Report was unanimously adopted by
the General Assembly on April 14, 2000.
18. The Vice-Chair of the General Assembly, Mr. Bavykin, thanked all delegates for their active participation. He gave special thanks to Mr. Jukka Liedes, Chair, and the two Vice Chairmen of the Standing Committee on Copyright and Related Rights and the Preparatory Committee for the WIPO Diplomatic Conference on the Protection of Audiovisual Performances. It was to their credit that the task entrusted to the WIPO General Assembly ended very satisfactorily. He thanked the staff members of WIPO for the good organizational arrangements and preparation of documentation, and the interpreters for their hard work.
