WIPO China: Navigating Digital Copyright Risks

Changsha, December 13 – 2024 International Copyright Training on Overseas Risks Prevention and Control for Copyright Industry was jointly organized by the World Intellectual Property Organization (WIPO) and the National Copyright Administration of China (NCAC) in Changsha, Hunan Province on December 11 to 13. Ms. Liu Hua, Director of the WIPO Office in China (WOC), Mr. Wang Zhicheng, Director General of the Copyright Department of the Publicity Department of the CPC Central Committee, and Mr. Qing Lixin, Deputy Head of Publicity Department of Hunan CPC Provincial Committee, attended the event and delivered opening speeches.

Mr. Wang noted that copyright is a core resource for national competition. China's copyright industry is booming, driving economic growth, but intellectual property disputes have increased in the international market, posing significant risks to cultural and creative enterprises. He emphasized the key role of WIPO in maintaining global copyright order and called for recognizing the importance of copyright risk prevention and control from the national strategic level. Local governments, enterprises, and associations should jointly build a prevention and control system, strengthen international communication, and tell the story of China's copyright. Mr. Qing pointed out that Hunan has attached great importance to copyright protection and industrial development, achieving remarkable achievements, especially in making new breakthroughs in promoting copyright exports and cultural output. In the future, Hunan will continue to optimize public services for copyright, create an innovation hub, and promote more high-quality works from Hunan to the world stage.

During the training session, domestic and foreign experts including Mr. Wang Zhijia, former Deputy Director of the United Nations Environment Programme and Professor at Tongji University; Mr. Wang Ye, Local Consultant in China of WIPO; Ms. Feng Hua, Secretary-General of the Beijing Publishers and Copyright Association; Mr. Leandro Toscano, Head of Business Development and Digital Content Disputes Section of WIPO AMC; Ms. Deng Yuhua, Counsellor of WOC; Mr. Zhang Xue, the fourth-generation inheritor of Xue's Embroidery; and Mr. Wang Ruiting, Vice President of Yuewen Group, delivered lectures on topics such as cross-cultural communication, WIPO global IP services, copyright arbitration and mediation, development of international copyright system, copyright empowerment for the internationalization of cultural innovation, and risk prevention and control in the copyright industry. Over a hundred representatives from copyright departments, industry organizations, and the industrial sector across provinces, autonomous regions, and municipalities participated in the training and conducted field visits at Malanshan Video and Cultural Creation Industrial Park, TVZone Media Co., Ltd., and Mango TV.
