Review of WIPO Development Agenda Implementation - Call for candidates

The World Intellectual Property Organization (WIPO) is looking for three consultants to conduct an independent review of the implementation of Development Agenda Recommendations in accordance with the Terms of Reference (TOR) PDF, Terms of Reference approved by the WIPO Committee on Development and Intellectual Property (CDIP). The review is scheduled to take place during the period from March 15 to November 15, 2015.

The methodology of the Review shall include the following:

  • desk review of documents relevant to the implementation of Development Agenda Recommendations,
  • interviews or focus group discussions with Member States, WIPO staff and beneficiaries,
  • field visits, as deemed necessary, and
  • surveys.

In this regard, the Organization is looking for suitable individual consultants to be part of the team for the review of the WIPO Development Agenda Implementation. The individual consultants should have the following profile:

  1. A lead evaluator with at least 15 years of experience in conducting and managing complex evaluations, with minimum three references as Team Leader for multidisciplinary evaluation teams;
  2. An intellectual property and development expert with at least 12 years of practical experience in dealing with development challenges;
  3. An intellectual property and development expert with at least 12 years of practical experience in delivery of IP technical assistance.

The working language for this review will be English. Knowledge of French and / or Spanish would be an advantage.
