Mr. Mikhail Makarov, a national from the Russian Federation, is Deputy Director and Head of the Technology Retrieval Systems Service of the Office of the PCT. His responsibilities include supervision of the work relating to patent information search files and systems, in particular, to the development of the International Patent Classification (IPC) under the aegis of the Strasbourg Agreement and to the PCT minimum documentation.
Mr. Makarov holds a degree in chemistry from the Moscow University and followed postgraduate studies at the Central Institute of Higher Patent Education. He was a senior research assistant at the Moscow University. Then he worked at the All-Union Research Institute of the State Patent Examination, Moscow, where he held positions of an examiner and Deputy Head of Division. In 1990, Mr. Makarov joined WIPO as Industrial Property Information Officer.
Mr. Makarov is an author of several articles concerning revision and reform of the IPC, published in the journal World Patent Information.
