Ms. Danielle Bouvet

Director, Legislative and International Projects, Copyright Policy Branch, Department of Canadian Heritage, Ottawa


Danielle Bouvet is in charge of legislative and international projects for the Copyright Policy Branch at Canadian Heritage. She has been a member of the Quebec bar since 1982. Danielle has worked in the Public Service since 1988. She has worked for the departments of Industry, Justice and Canadian Heritage. In each of these departments, she has acquired experience in the field of intellectual property.

The main projects she has contributed include:

  • The development and implementation of policies when Bill C-32, the Copyright Act, received Royal Assent on April 25, 1997. The Review of the Patent Act Amending Act, and the ensuing amendments to the regulations on patented medicine (notice of compliance). As part of the federal Task Force on Digitization, chaired the Advisory Committee on Intellectual Property. Chief negotiator of the Canadian delegation for the negotiation and conclusion in 1996 of two international treaties under the auspices of the World Intellectual Property Organization (WCT and WPPT).

  • While working in the Public Service, Danielle Bouvet also taught a course in the Common Law Section at the University of Ottawa. The course pertained to the copyright act in the age of new technologies and related international treaties. Since 2002, Danielle Bouvet has been spending most of her time implementing the short-term reform agenda, as provided in the report presented under the terms of Section 92 of the Copyright Act.

Danielle Bouvet est directrice des projets législatifs et internationaux à la direction générale de la politique du droit d'auteur de Patrimoine Canadien. Elle est membre du Barreau du Québec depuis 1982. Danielle travaille au sein de la fonction publique fédérale depuis 1988. Elle a tour à tour travaillé pour les ministères d'Industrie, Justice et Patrimoine canadien. Tous ces ministères lui ont permis de travailler dans le domaine de la propriété intellectuelle.

Parmi quelques-uns des projets sur lesquels elle a travaillé mentionnons:

  • Son implication dans le processus d'élaboration des politiques et de la mise en oeuvre de ces dernières par la Sanction royale du projet de loi (C-32) sur le droit d'auteur en date du 25 avril 1997. Son implication dans la révision parlementaire de la Loi de 1992 modifiant la Loi sur les Brevets (C-91) et des amendements aux règlements sur les médicaments brevetés (avis de conformité) qui en ont découlé. Dans le cadre du Groupe de travail fédéral sur la numérisation, présidente du Comité aviseur sur la propriété intellectuelle. Négociatrice en chef de la délégation canadienne pour la négociation et la conclusion, en 1996, de deux traités internationaux sous les auspices de l'Organisation mondiale de la Propriété intellectuelle (WCT et WPPT).

  • Depuis les deux dernières années, Danielle Bouvet consacre la majeure partie de son temps à mettre en oeuvre l'agenda à court terme, tel qu'annoncé dans le rapport déposé en vertu de l'article 92 de la Loi sur le droit d'auteur.
