Mr. Keplinger is Deputy Director General of the World Intellectual Property
Organization (WIPO) in the Copyright and Related Rights and Enforcement Sector since 2006. Prior to
this, he served as a Senior Level Attorney and Senior Counselor for the Office of Legislation and
International Affairs for the United States Patent and Trademark Office. He was Policy Planning
Advisor for the Office of the Register of Copyrights, and represented the United States Copyright
Office to WIPO and UNESCO. Earlier he worked with the National Commission on New Technological Uses
of Copyrighted Works and the National Bureau of Standards.
