Fernando J. Barrio

Director, International Relations, Universidad Nacional de Rio Negro, Viedma

Fernando Barrio has carried out his undergraduate studies in International Relations at the Universidad de Belgrano, Buenos Aires Argentina, and in Law at the International Programme of the University of London, UK. He has a Masters in International Cooperation Studies (Legal System of International Cooperation) from the Graduate School of International Development of Nagoya Univesityt and a Ph.D. in International Cooperation from Nagoya University, Japan, as well as a Certificate in Learning and Teaching in Higher Education from the London Metropolitan University, UK.

He was Technical Advisor to the Governor of Rio Negro Province, Chief of Non Judicial Negotiations at Piatigorsky Lawyers, and was member of the faculty at the School of Law and Social Sciences at the Universidad de Belgrano, all in Argentina.

From January 2003 to December 2009 he was Senior Lecturer in Business Law, module leader of E-Business Law, Intellectual Property Law and Business Law, and course leader of the Masters in E-Business Regulation, at the London Metropolitan University, UK. In 2007 was selected as the E. Desmond Lee Visiting Professor in Global Awareness by the Webster University, USA, and in 2008 the British Higher Education Academy named him UK Law Teacher of the Year.

He has given speeches and conferences and published in the Americas, Asia, Europe and Oceania on Intellectual Property, Information Technology and Legal Education issues, has been consultant for governments and companies in Europe and Latin America and has participated in the UN WSIS-Follow up Meetings as well as in the WIPO's Standing Committee on the Law of Patents as observer.

Currently is in charge of International Relations and professor at the Universidad Nacional de Rio Negro where is also developing the LLM in Global Intellectual Property Law.
