Finland: The Act on Collective Management of Copyright (Act No. 1494/2016 of December 29, 2016) was adopted on December 8, 2016, and entered into force on January 1, 2017.
Under the Act, the Finnish Patent and Registration Office (PRH), in cooperation with the Finnish Competition and Consumer Authority and the Ministry of Education and Culture, is in charge of monitoring collective management organizations. A new collective management organization must file a notification with the PRH before starting operations, and existing organizations must file a notification within one month of the entry into force of the Act. It implements Directive 2014/26/EU of the European Parliament and of the Council of 26 February 2014 on collective management of copyright and related rights and multi-territorial licensing of rights in musical works for online use in the internal market.
