The Director General of WIPO Pays an Official Visit to Morocco

Dr. Kamil Idris, Director General of the World Intellectual Property Organization (WIPO) paid an official visit to Morocco from July 12 to 14, 1998, to conduct discussions and to open the WIPO National Seminar on Licensing and Transfer of Technology. This was his first official visit to Morocco since assuming his duties as Director General in November 1997.
The Director General began his visit in Rabat, where he was received at the Soukhirat Palace by His Majesty King Hassan II of Morocco in the presence of H.E. Mr. Abderrahmane El Youssoufi, Prime Minister of Morocco; H.E. Mr. Abdelatif Filali, Minister of State for Foreign Affairs and Cooperation; and H.E. Mr. Alami Tazi, Minister for Industry, Commerce and Traditional Industries. Dr. Idris also met with a number of other Ministers and senior Government officials, including H.E. Mr. Mohammed Messari, Minister for Communication; H.E. Mr. Najib Zerouali, Minister for Higher Education and Scientific Research; and Mr. Larbi Ajjoul, Secretary of State for the Post and New Information Technologies.
At the opening ceremony of the WIPO National Seminar on Licensing and Transfer of Technology, which was held July 13 and 14, 1998, as part of the WIPO Cooperation for Development Program, Dr. Idris, in the presence of H.E. Mr. Alami Tazi, Minister for Industry, Commerce and Traditional Industries and some 60 participants from academic, legal, and business circles, underlined the pivotal role of the private sector in developing effective mechanisms to protect intellectual property rights. He stressed the need to harness the creativity of national inventors and to optimize the benefits of technology transfer, saying, "Morocco, with its vast cultural resources, cannot fail to benefit from a robust intellectual property system."
Dr. Idris traveled on to Casablanca, where he met with Dr. Bachir Kouhlani, Dean of the Faculty of Law, and Economic and Social Sciences, Casablanca University. Whilst in Casablanca he also visited the Moroccan Industrial Property Office.
In a series of official and public engagements in both Rabat and Casablanca, the Director General presented WIPO's 1998-99 Program and Budget and outlined the economic, social, and cultural benefits that come from the protection of intellectual property rights both nationally and internationally. He commended the Kingdom of Morocco for the numerous on-going national initiatives to promote the use of information technologies, professional training and scientific research within the field of intellectual property. Ways to further strengthen the long-standing and fruitful cooperation between the Government of Morocco and WIPO, within the context of the Organization's Program of Cooperation for Development, were particularly emphasized.
