WIPO-WTO Joint Symposium on TRIPS Agreement Implementation Process

On Wednesday, September 16, 1998, the World Intellectual Property Organization (WIPO) and the World Trade Organization (WTO) Joint Symposium on the Process of Implementation of the TRIPS Agreement will take place at WIPO headquarters in Geneva. It will start at 10 a.m. and is open to all members and observers of WIPO and WTO.

The one-day program will consist of country case studies, regional overviews and a roundtable. Speakers will be eminent specialists from government and industry who will discuss various aspects of the TRIPS Agreement implementation process.

The Agreement on Trade Related Aspects of Intellectual Property (TRIPS) is a major WTO agreement. The TRIPS Agreement is the first international legal instrument that combines intellectual property and trade matters. The TRIPS Agreement mandates compliance with provisions contained in several of the international conventions administered by WIPO, including the Berne Convention for the Protection of Literary and Artistic Works, and the Paris Convention for the Protection of Industrial Property.

Developing countries, that are members of the WTO have until January 1, 2000, to implement the requirements of the TRIPS Agreement. This deadline applies to 70 WTO member States. These developing countries are now in the process of implementing measures to satisfy the obligations contracted under the TRIPS Agreement. This process involves bringing national legislation into line with the provisions of the TRIPS Agreement and also requires that infrastructure and enforcement mechanisms for the protection of intellectual property rights are in place.

In July of this year, WIPO and WTO launched a joint initiative to help developing countries meet their commitments to comply with the TRIPS Agreement by the January 1, 2000 deadline. This one-day Symposium has been organized jointly by WIPO and WTO to further assist these countries.
