WIPO and ECLAC Discuss Joint Work Program

The Director General of the World Intellectual Property Organization (WIPO), Dr. Kamil Idris, and the Executive Secretary of the Economic Commission for Latin America and the Caribbean (ECLAC), Dr. Jose Luis Machinea, met this week to discuss joint activities to promote intellectual property as a tool for development in the Latin American and Caribbean region. Dr. Idris praised the positive collaboration between both organizations since the working relationship was formalized in a cooperation agreement in April 2004.
Under the terms of the agreement, WIPO and ECLAC agreed to develop research projects, methodologies, and guidelines at a national, sub-regional or regional level, particularly in areas relating to intellectual property and its impact on economic development. A number of actions, including the joint organization of training courses on intellectual property (IP) for technology managers focusing on strategies for the protection of intangible assets, valuation of IP rights, integration of IP into business strategies, IP policies for universities and public sector R&D centres, management of IP rights, and licensing and technology transfer were agreed to this end.
Dr. Idris and Dr. Machinea, who was accompanied by Mr. João Carlos Ferraz, Director, Division of Productive Development and Management, ECLAC, agreed on the importance of intellectual property as a tool for development and the need to raise the profile of IP among top policy makers in the Latin American and Caribbean region. The two organizations further agreed to jointly undertake in 2005 three activities related to innovation policies and IP: a policy forum where top policy makers will examine success stories relating to IP in the developing world; an analysis of elements, conditions and factors affecting the systemic environment of technology management and IP that would favor economic development of the countries of the region; and the convening of a high-level training course on technology management and IP to be attended by policy makers and experts.
ECLAC, which is headquartered in Santiago, Chile, is one of the five regional commissions of the United Nations. Its main objective is to contribute to the economic and social development of Latin America, coordinating actions directed towards this end and reinforcing economic relationships among the countries and with the other nations of the world.
The 33 countries of Latin America and the Caribbean are members of ECLAC, together with several North American (Canada and the United States of America) and European nations (France, Germany, Italy, Netherlands, Portugal, Spain, United Kingdom of Great Britain and Northern Ireland) that have historical, economic and cultural ties with the region. Thus a total of 42 member states; seven non-independent territories in the Caribbean are associate members of the Commission.
In the past, WIPO and ECLAC have co-organized a "Regional Expert Meeting on the National System of Innovation: Intellectual Property, Universities and Enterprises" held in December 2003 in ECLAC headquarters in Santiago. The meeting's main objective was to provide an opportunity to compile substantive information on the national systems of innovation of selected Latin American countries, as well as to conduct a thorough analysis of current IP practices of selected universities and public sector research institutes in the region.
The two organizations also co-organized the first "High-Level Regional Course on Issues and Techniques of Negotiation in the Field of Intellectual Property in Latin America and the Caribbean" held in November 2004 in Santiago. The course was attended by more than 30 high-level regional negotiators and/or policy makers responsible for the establishment of economic development policies in the field of intellectual property. Its main goal was to provide participants with practical tools in negotiating intellectual property issues in multilateral, regional, bilateral and national fora and to identify the challenges that the region must face to use IP as a tool for economic development.
