WIPO And Government of Singapore Strengthen Cooperation

The World Intellectual Property Organization (WIPO) and the Government of Singapore agreed on Monday, June 26, 2006, to further expand and strengthen cooperation in fostering the creation, protection, management and use of intellectual property (IP) during talks at WIPO's Geneva headquarters between Dr. Kamil Idris, Director General, and Ms. Chan Lai Fung, Permanent Secretary, Ministry of Law, Government of Singapore. This agreement was formalized by the signing of a memorandum of understanding (MOU) which consolidated the previous two MOUs that existed between the Government of Singapore and WIPO and further broadened the scope and nature of cooperation in promoting IP awareness and strengthening IP capabilities in developing countries, including least developed countries, in Asia and Pacific region.
The high-level Singapore delegation, led by Ms. Chan, also included His Excellency Mr. Burhan Gafoor, Ambassador and Permanent Representative, Permanent Mission of Singapore in Geneva, Ms. Liew Woon Yin, Director General, Intellectual Property Office of Singapore, Mr. Chern Siang Jye, Director, Intellectual Property-International Cooperation, Ministry of Law, Government of Singapore, Ms. Violet Ng, Assistant Director, IP Policy Department, Ministry of Law, Government of Singapore, and Ms. Koong Pai Ching, First Secretary, Permanent Mission of Singapore in Geneva. The delegation also held an intensive series of meetings with senior WIPO officials on a wide range of issues during its two-day visit to WIPO headquarters in Geneva.
Dr. Idris commended the Government of Singapore for its exemplary commitment to IP as a tool for economic growth, exemplified by political and policy support at the highest level of the Government of the country. He added that Singapore had become an important IP hub within the Asia and Pacific region. Dr. Idris said that a further expansion of WIPO's cooperation with Singapore was particularly timely given the successful conclusion of the Singapore Trademark Law Treaty in March 2006 the first international IP treaty to be concluded in Asia - and the recent establishment of the WIPO Singapore Office. The role of the WIPO Singapore office, which was officially inaugurated on June 7, 2005, is to promote closer relations and strengthen cooperation between WIPO and governments in Asia and the Pacific region, the private sector and civil society. In signing the MOU, WIPO recognized Singapore as a strategic partner in assisting third countries to use IP to add value to their economic activities and to better perform in the global economy.
Ms. Chan said "This MOU underscores the strong understanding between Singapore and WIPO in promoting the use of IP for economic development in the Asia-Pacific region. The MOU is a forward-looking document, which will take the Singapore-WIPO cooperation to a higher level, and reinforce the role of WIPO Singapore Office in serving WIPO's constituents in Asia and the Pacific region."
The MOU covers a range of joint cooperation activities including technical assistance programs and training courses for developing countries and least developed countries in the region, and capability development in technical and specialized aspects of IP; sharing of IP experiences with developing and least developed countries, through the provision of experts and speakers, study visits, policy dialogues and symposia; joint research and surveys on subjects of interest and relevance to countries in the region and development of information and communication technology (ICT) platforms and tools, as well as services and information resources on IP.
