WIPO General Assembly to Decide Future Work on a Development Agenda for WIPO

Member states of the World Intellectual Property Organization (WIPO), at a meeting of the Provisional Committee on Proposals related to a WIPO Development Agenda (PCDA), decided to refer a decision on the future work of a development agenda for WIPO to the WIPO General Assembly, which will meet in September 2006. The Committee met from June 26-30, 2006, and was chaired by H.E. Ambassador Rigoberto Gauto Vielman of Paraguay. The Committee was attended by 90 member states and 45 observers.
All delegations acknowledged the importance of all the issues raised during the development agenda process and the need for discussions to continue on how to enhance the development dimension in all of the Organization's work. Member states emphasized their support for the continuation of the work on a development agenda and decided to refer the matter to the WIPO General Assembly at its next meeting in September 2006.
At its last meeting in February 2006, discussions on establishing a development agenda for WIPO resulted in agreement on a structure for future work under six main themes, grouping 111 proposals that were submitted by member states. The Provisional Committee, which was established by the WIPO General Assembly in autumn 2005 to accelerate and complete discussions on this matter, agreed that the six theme structure would be the basis for continued discussions.
At this meeting, the PCDA discussed the proposals categorized under the different themes and member states expressed their specific concerns in respect of these subjects. They highlighted the need to arrive at early decisions so that the process could be taken forward. A few proposals were made with regard to the future work program and recommendations to be submitted to the General Assembly. Delegations discussed them in detail and decided to leave this question to the General Assembly.
A proposal for a development agenda for WIPO was first launched by Argentina and Brazil, and supported by an additional 12 developing countries, at the 2004 WIPO General Assembly. At that time, member states agreed to hold a series of inter-sessional intergovernmental meetings (IIMs) to examine this proposal as well as additional proposals of other member states. Accordingly, three sessions of the IIM on a Development Agenda for WIPO were organized in 2005, followed by the meetings of the Provisional Committee in February and June 2006.
