Digitization project of the back-file of granted documents for the "Instituto Nacional de la Propiedad Industrial" (INPI) of Argentina

The World Intellectual Property Organization (WIPO) is an intergovernmental organization with its headquarters in Geneva. It is one of the 16 United Nations specialized agencies and is responsible for promoting the protection of intellectual property throughout the world, including the administration of the Patent Cooperation Treaty (PCT), and also the international registration of marks.
 
As part of the National Digitization Project, WIPO is about to issue a Request for Proposals (RFP) in order to select a contractor who would provide digitization services to the INPI of Argentina, based in Buenos Aires, and covering the scanning and indexing of their archive of granted documents.
 
INPI estimates that a total of 2,800,000 pages will have to be scanned and indexed during the length of the contract.
 
The number of documents to be processed is of approximately 35,000 Patents and Utility Models, which were granted between the years 1990 and 2010.
 
The purpose of this call for EOI is to identify appropriate suppliers who can potentially fulfill the requirements. The present call for EOI does not constitute an invitation to tender.  Only suppliers deemed qualified by WIPO will receive the invitation to tender.
 
Any interested company wishing to participate in the prequalification procedure is invited to download the electronic version of the pre-qualification questionnaire [ PDF ] [ DOC ] and to return it duly completed to the following e-mail address on or before December 13, 2010:   procurementAT@wipo.int
 
 
The selection will take into account the answers to the questionnaire according to the following criteria:
 
a) Experience and expertise of the company;
b) Experience with similar fixed cost projects;
c) Experience with similar digitization projects; and
e) References of projects with national and/or international administrations.
