The Government of Antigua and Barbuda is in the process of reviewing its patent legislation, and in this sense, in 2016, upon their request, the World Intellectual Property Organization (WIPO) provided some comments on their Patent Law and Regulations. In this regard, Ms. Ricki Camacho, Registrar, Antigua and Barbuda Intellectual Property and Commerce Office, requested by letter of September 21, 2017, (see attached copy), further WIPO’s assistance for holding some consultations in capital in order to better understand the different legislative options illustrated in such comments. Subject to your authorization, it is proposed that I be entrusted to represent WIPO in this opportunity. In this regard, and in order to better meet the needs of the Government of Antigua and Barbuda, it is also proposed to organize a one-day national seminar on “Patent Law: the Multilateral Legal Framework and its National Implementation”, which will be followed by a four-day consultation on the Patent Law and Regulations of Antigua and Barbuda. The purpose of the seminar is to make an analysis of the multilateral legal framework in the field of patents, with a particular focus on patent flexibilities, exceptions and limitations to patent rights, and the PCT (see attached draft program). The seminar would be a good opportunity to provide some basic knowledge on patent law to the participants in order to better evaluate the options they have when implementing their national legislation on patents. A four-day consultation with the national Authorities on the revision of the Patent Law and regulations of Antigua and Barbuda will follow the Seminar, in order to discuss in detail every aspect of Antigua and Barbuda’s legislation on patents. 1.
