It is recalled that WIPO provided technical assistance to the Republic of Seychelles in 2010 to develop an Intellectual Property Development Plan (IPDP) with a view to facilitate the coordination of a more structured and coherent delivery of WIPO cooperation activities in an impactful way in the country. Since the adoption of the IPDP however, assistance to the country has been somewhat sporadic and have not necessarily followed recommendations made in the IPDP owing in some instances to changes in administrative set up and other prevailing factors within the country, thereby making it difficult to evaluate the impact of WIPO cooperation activity deployed in the country. Following receipt of a series of requests to WIPO for further technical assistance involving various areas of activity, the Regional Bureau for Africa met with the delegation of Seychelles in the margins of the WIPO Assemblies 2016, to agree, inter alia, the most effective way to provide the requested technical assistance thereby enabling the country to maximize its potential in utilizing the IP system as a tool for achieving some of its national development goals in a more systematic and efficient manner. It was agreed that WIPO assist the country by providing technical assistance in conducting a stocktaking exercise aimed at enabling the country to identify successes in implementation of the national IPDP which was developed with the support of WIPO in 2010, identify challenges to implementation and recommend short to medium term actions/projects to be undertaken to ensure a more sustainable and effective use of the IP system in a manner better suited to the country’s national development priorities. In this regard, it is proposed that a Consultant be engaged under a two-month Individual Contractual Services (ICS) contract based on the Terms of Reference attached hereto, to assess progress made in implementation of the IPDP, identify challenges in implementation as well as new devel |
