This Memorandum refers to the Agreement of Collaboration between the Spanish Patent and Trademark Office (OEPM) and WIPO which aims to carry out regional projects focused on the development of the Latin American Region using the industrial property (IP) as an unrivaled tool. In 2016, WIPO organized, together with the Spanish Patent and Trademark Office (OEPM), and the Spanish Agency of International Cooperation for Development (AECID), a regional workshop for the training of trainers on industrial property: drafting of patent applications. That workshop consisted in two parts: (i) a face-to-face session in Cartagena, Colombia, from April 11 to 15, 2016; and (ii) a follow-up session, via e-mail communication, from April 18 to June 17, 2016. The workshop was very successful and the participants expressed their satisfaction on the outcome of the workshop. Consequently, the OEPM kindly offered their contribution for the co-organization of a similar workshop, with WIPO, in 2017. The participation of the AECID, as a partner of the workshop in 2016, proved to be very effective with regards to the organization of the workshop. Therefore, it is proposed that the face-to-face session of the second workshop be organized in collaboration with the OEPM and the AECID, and that it be held in one of the AECID’s training centers in Montevideo, Uruguay. Following consultations with all the partners involved, it is proposed that the workshop be held from May 8 to 12, 2017. The workshop aims to create a critical mass of trainers who would be in a position to improve the knowledge and skills of drafting patent applications in countries from the Latin American Region. Since patent drafting skills can only be acquired through practical drafting exercises, similar to the workshop in 2016, it is proposed that the one-week follow-up session be followed by a follow-up session via e-mail communication.
