1. At the 33rd session of the SCCR, in the context of the discussions of the Proposal from Senegal and Congo to include the Resale Right (droit de suite) in the Agenda of the Standing Committee on Copyright and Related Rights (document SCCR/31/5), the Committee requested the Secretariat to hold a conference on the resale right before the 34th session of the SCCR, which will take place from May 1 to 5, 2017.
2. It is proposed to hold the conference on April 28, 2017, from 9.30 am to 17.30 pm. It is also suggested that the conference be preceded by an opening reception on April 27, 2017, hosted by WIPO. Contacts have also been initiated to assess the feasibility of having an exhibition of African Art on the side of the reception and conference. Financial arrangements have also been made for financed participants to the SCCR to be sponsored to attend the conference.
3. The Committee requested that such a conference should deal with the issues raised by the application of the resale right from both legal and economic perspectives, including its potential effects on art markets.
4. It is proposed that the conference be organized with a dynamic and practical approach, showcasing the various players of the art market and providing an opportunity for artists from developed and developing countries to present their experiences and perspectives on this right and its effects. The main objective of the conference will be to advance support from the WIPO Member States in favor of an international treaty on the artist’s resale right.
5. This memorandum seeks your approval to organize the above conference. The draft program and a cost estimate are attached.
