In the framework of its development cooperation activities, the World Intellectual Property Organization (WIPO) provided technical assistance to the Republic of Zambia in the preparation of a National IP Policy in 2010. The Policy was envisaged to span the period 2010 to 2020, with a provision for a midterm review after 5 years of implementation. Under the leadership of the Patent and Companies Registration Agency (PACRA) and supported by key national agencies and stakeholders, the IP Policy has provided a framework for the development of the IP system in the country. In line with the Policy requirements and in view of national, regional and international developments in the IP system, as well as the country’s national development policies and plans, the government of Zambia has decided to review and update the IP Policy and has requested, through PACRA, the assistance of WIPO in this endeavor. The Government has also requested for WIPO’s support in the development of an Implementation Strategy for the revised Policy. Following consultations with PACRA officials, it is proposed to hire the services of two Consultants, one National and one International consultant, to assist the IP Committee already established by the country in the revision and update of the Policy and in the development of the Implementation Strategy. Whilst the National Consultant, Mr. Joseph Banda, has been proposed by the government of Zambia, WIPO is proposing to hire Mr. Tom Peter Migun Ogada as Lead Consultant to guide the process. He has been selected based on his expertise in Policy drafting and his knowledge and experience in working with the country. This assignment will therefore have the overall objective of reviewing and updating the existing Zambia IP Policy, which will commence from March 1, 2017, to July 31, 2017, and will include two field visits and multiple stakeholder workshops as well as the tasks outlined in the Terms of Reference attached.
