1. This memorandum seeks your approval for my proposed mission to Paris on March 7, 2017, for a meeting with Mr. Gadi Oron, Director General, International Confederation of Societies of Authors and Composers (CISAC), together with technical and legal experts from CISAC and representatives from key collective management societies.
2. The meeting would be a follow-up to my one-to-one meeting with Mr. Oron on January 20, 2017. The specific purpose would be to discuss in detail WIPO-CISAC cooperation on WIPO Connect with a view to CISAC gaining a better understanding of the project and WIPO hearing concerns that have been expressed by CISAC experts and its member societies. In addition to CISAC technical and legal experts, the participation of the Chairs of CISAC committees (Legal Committee, Information Systems Committee and Business Technical Committee), as well as key society representatives, for example, officials from SUISA in charge of the IPI system, has also been proposed.
3. Given the number of participants proposed by CISAC, and the technical and legal nature of the meeting, it would be most useful for me to be accompanied to the meeting by Ms. Michele Woods, Director, Copyright Law Division, Mr. Sébastien Mamy, Head, Copyright Institutions Support Section, and Mr, Denis Cohen, Head, Contracts and Legal Section. If you agree, I would therefore also request your authorization for an exception to Staff Rule 7.2.2., as more than two WIPO staff members would be attending the same event.
