Reference is made to the ongoing cooperation between the WIPO Division for Least Developed Countries and the Swedish Patent and Registration Office (PRV) and the implementation of the Training Program WIPO-Sida Advanced Training and Advisory Program on Intellectual Property Rights in the Global Economy for the Least Developed Countries (LDCs), which is organized twice a year, in two phases, in Stockholm and in a Least Developed Country (LDC). This framework of cooperation also envisages the implementation of concrete, impact oriented projects in LDCs as formulated by participants in the context of the specific needs and requirements of their national Intellectual Property (IP) systems. In addition, the direct linkage between the implementation of the individual projects and the national economic growth and development priorities of the beneficiary countries, including the strengthening of national capacity in the area of science, technology and innovation, remains a key component of these activities. In this context, it has been acknowledged that in the knowledge economy, the strengthening of partnerships between institutions of higher learning, research centers and industry particularly in the context of IP and technology transfer, is a concrete measure to foster sustainable and inclusive national innovation systems. In particular, the creation of an enabling framework for this type of collaboration would allow for the maximization of the social, economic and technological contribution of each of these actors, including the enhanced commercialization of research, particularly in LDCs. In view of the above and following consultation with national counterparts, it is proposed to undertake an activity in cooperation with the Patents and Companies Registration Agency (PACRA) and the Copperbelt University in Kitwe, on the above-mentioned topic.
