1. This memorandum seeks your approval to participate in the Free Software Legal & Licensing International Workshop 2016 taking place from March 13 to 15, 2016 in Barcelona. 2. This annual international meeting gathers leading legal experts to discuss issues and best practices surrounding free and open software licenses. It is regarded as the world’s premier event in this field. It is organized by the Free Software Foundation Europe (FSFE), a charity association to support all aspects of the free software movement in Europe. 3. The overarching theme of this year is “simplicity” and the program (attached) covers a range of topics of great interest for the implementation of the Division’s project in the field of Open Source; such as: analysis and update of the most common licenses, issues related to compliance, issues related to attribution and identification of copyright holders, and interactions between licenses. The title of keynote to be given by Mr. Shane Coughlan (FSFE) is: Building Legal Communities to Simplify Knowledge Transfer and Establish Norms. 4. Our participation in the Workshop would serve as training and to collect updated information in this field. Furthermore, the Workshop is intended for professional networking and collaboration in the free software community; thus it would be an excellent opportunity to raise awareness of and promote WIPO’s activities including in this area, such as: the Development Agenda projects, the WIPO Open Access Policy project, and our collaborations with other organizations (e.g. WSIS forum, IGF). 5. It is proposed that Mr. Paolo Lanteri (Legal Officer, Copyright Law Division) and Ms. Miyuki Monroig (Associate Officer, Copyright Law Division) attend the Workshop. 6.
