The purpose of this memorandum is to seek approval for the convening of the thirty fourth session of the Standing Committee on the Law of Trademarks, Industrial Designs and Geographical Indications (SCT), to take place from November 16 to 18, 2015 (three days). These dates are during the week already provisionally announced by circular letter C.N. 3580 Rev., dated March 30, 2015. The SCT will be chaired by Mr. Adil El Maliki (Morocco). Industrial Designs Work on the substance of the text for the draft DLT did not advance at SCT/33. The central outstanding issue remains the format and content of a possible provision on technical assistance to be provided to developing and transition countries for the implementation of a future Design Law Treaty. In addition, the African Group made a proposal for a mandatory disclosure requirement in industrial design applications concerning design subject matter using TK, TCEs or GRs. The working documents for the session list in the introduction all provisions for which there are proposals on the table. The forthcoming WIPO GA session is called upon taking a decision to convene a diplomatic conference for the adoption of a design law treaty as soon as practicable at a venue to be decided (document WO/GA/47/8) (copy attached). The outcome of the GA session in that respect will determine the course of any further work on this topic in the SCT. Side Event on DA Pilot Project on IP and Design Management for Business Development in Developing Countries and Least Developed Countries (LDCs) and Exhibition The DA Pilot Project on IP and Design Management for Business Development in Developing Countries and Least Developed Countries (LDCs) is now in its second year and well under way with work advancing in the two Pilot Project Member States, namely Morocco and Argentina.
