Within the agreed Action Plan of the ASEAN Regional Technology and Innovation Support Center (TISC) Project (see point 1 b., page 13 from the Report of the ASEAN WIPO Regional Conference held in Kuala Lumpur in December 2014), a practical study visit to a model TISC (or as they are known in the Philippines: Innovation and Technology Support Office) network is proposed to take place from October 13 to 16, 2015 in Manila, Philippines. The study visit will be organized by the World Intellectual Property Organization (WIPO) in collaboration with the Intellectual Property Office of the Philippines (IPOPHL). The main objectives of the seminar will be to provide the participants, who will be the national focal point contact persons (and therefore from national IPOs), with an opportunity to learn directly about IPOPHL’s role as the national coordinator and champion in initiating and developing the ITSO network, in particular focusing on its initial and ongoing outreach activities to potential new ITSOs, its planning of training events involving national and international partners and the effective development of the ITSO network according to a specifically drafted franchising manual. During their visits to ITSOs, participants will learn from their point of view how they were initially established within their host institution, what specific support was received from IPOPHL/their institution during the early stages, what training was undertaken, what competencies were acquired and what were the start-up challenges faced in terms of operations, logistics and human resources and, just as importantly, how these were overcome. ITSOs will also report on the number of patents they have filed as a result of their support to R&D in their institution and about their plans for the future. |
