Within the framework of the Africa Bureau Workplan for 2015, it is proposed to organize a Study Visit for two senior industrial property officials from Comoros and Chad to one of the most advanced Industrial Property Office (Structure nationale de liaison (SNL)) of the Members States of the Organisation africaine de la propriété intellectuelle (OAPI). The decision to organize the Study Visit was taken after the assessment of the intellectual property (IP) system in these two countries which took place during the Need Assessment mission in Comoros, in November 2012, and the Validation meeting of the National Industrial Property Development Plan of Chad, in August 2014, which highlighted a critical need for human resource capacity building. Following discussions held between Mr. Salimou Yahaya, Director General, Office Comorien de la propriété intellectuelle (OCPI) and the Regional Bureau for Africa in September 2014, within the margins of the World Intellectual Property Organization (WIPO) General Assemblies, it was decided to organize a Study Visit for senior industrial property officials of OCPI in one of OAPI’s Member States. This study visit takes place in the context of the implementation of the recommendations of the Need Assessment mission in Comoros held in November 2012, and the recent accession of Comoros to OAPI in May 2013. As far as Chad is concerned, the organization of the Study Visit will provide an opportunity to the newly appointed Director of the Industrial Property and Technology Directorate, Mr. Souleymane Mahamat Delio, to be exposed to the management of an SNL. He will be accompanied by one senior industrial property official of the Directorate (Chad’s SNL). Indeed, as stated earlier, capacity building is among the key recommendations of Chad’s Intellectual Property Plan adopted in August 2014.
