1. In response to the invitation from Yves Gaubiac, Executive Director, ALAI, for the Director General to attend the 2014 ALAI Congress as an honorary guest, the Director General responded that I would designate a representative from the Copyright Law Division to participate in the program.
2. I propose that Ms. Carole Croella and Ms. Geidy Lung, Senior Counsellors in the Copyright Law Division, represent WIPO at the ALAI 2014 Congress from September 17-19, 2014. ALAI is enthusiastic about having multiple WIPO representatives at the program.
3. The proposal to have two people attend the meeting is based on value to WIPO and the Copyright Law Division, rather than value to ALAI. The meeting will be a valuable training and networking opportunity; it will allow both Ms. Lung and Ms. Croella to hear the latest information on copyright developments from around the world as well as to interact with many heads of copyright offices from different regions of the world. The program will be of particular interest because the focus is on moral rights, a topic on which Ms. Croella has worked quite extensively in the past, and which is directly relevant to our legislative assistance activities throughout the world.
4. They would of course use the program as an opportunity to promote ratification of the Beijing and Marrakesh VIP treaties.
5. Funds are available in the CLD budget for this activity. A cost estimate is attached.
